lost adminstration privileges/limited privileges

So I have limited administrative power since this morning. I tried to open the properties of a shortcut and it did not work. I tried to manage users to check if I had the privileges, and I only had 2 options: I could change my account type, and manage other accounts. I tried clicking both, but neither worked. I activated the administrator account, and had the same limited permissions. I can't even open computer properties, but I can run programs as an administrator. I've booted in safe mode and did a restore to yesterday when I had all my permissions. And I'm still having problems. If anyone can help me, it would be appreciated

how far does it get? does it try to load windows? if it gets to load screen, restart PC using button on case, and then when it tries to load windows, restart it again with button. After 3 attempts it should go into auto repair. Once it stops it offers advanced options. Choose them

choose advanced
choose command prompt

if you can make a local account, its easy to copy the user folders of current user onto new account in c/users/username, make it admin and then all you need do is set up onedrive, steam and a few browsers and it will have access to all your programs.

its likely your account is corrupted, Win 10 users seem to break easy, it happened to me a few months ago.

Easiest option is make a new account but if you can't do that, can you copy files off PC or do you have two hdd and can put stuff you need to save onto 2nd drive? you might be best doing a clean install as that will reduce chances of it happening again: On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
change boot order so USB is first, boot drive second

I can't even attempt this now, because it won't even boot up the log in screen

if creating a new user doesn't work, try getting back to the blue menu using restart again (not best way on hardware) and see if start up repair will fix the login screen:
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info
