Motherboard not powering up

Hello, I bought a Z170M-D3H motherboard and put it into a Fractal Design Core 1000 USB 3.0 case. I have a GTX 1080 and 6700k hooked up as well. I connected the hdd led, power sw, reset sw, and power led to the front panel connectors (https://www.manualslib.com/manual/981668/Gigabyte-Ga-Z170m-D3h.html?page=18#manual) (first four connections on the left, everything else in that panel is unconnected).

And it seems to be "turning over" but not powering on (https://youtu.be/5WowxUkUhJ8). I feel like I'm missing something really obvious and any help would be appreciated.

There should be a 8PIN at the top connected no?
Could you try without the GPU?
no SSD HDD
RAM CPU Heatsink PSU only? Even disconnect the front panel cables as well.
