Without changing out your motherboard, the strongest cpu upgrade you can do is a I7-4790K.
True, you can not oc with a H97 chipset, but the stock clock of 4.0 is much better than the 3.6 of the i7-4790.

If you have two 140mm fans in front as intakes, you need no more.
I would add a simple tower type air cooler with a 120mm fan to reduce noise.
Cryorig H7 or cm hyper212 are inexpensive and popular.

What motherboard would you recommend in order to get a better cpu
 
Depends on your budget.

If you can buy a used i7-4790K that would be a good upgrade and you would not get that much by replacing the motherboard with a overclockable Z97 based motherboard..
If you were prepared to buy both, then go whole hog and buy a i5-6600K, a z170 based motherboard, 16gb of ddr4 ram and a decent air cooler.
That is as good as you can get for gaming today.

Are you certain that it is more cpu power that you need?
Perhaps a GTX1070 upgrade would do you better.
