Does ping necessarily change depending on location?

I usually get about 70-80 ms ping in this game with my current 30Mbps. So if I moved from where I currently live, about 250 miles away from the game's server, but get a much better isp, with fiber optic internet and download speeds of upwards 100, would my ping get better or worse?
 
to answer your question very simply, the answer is Yes.

as to the why that is, think of the internet as a highway, many, many, many highways criss crossing the world.
from point A being 250miles it take a short route.. not necesseraly the fastest way there
from point B being 250 miles out, you may be closer to a main internet pipe, thus faster...

I am in Texas, I get 30-45 MS ping to new York, and I get 70ms to Washington state... but 50ms to Poland based server... see what I mean
