Boot loop after upgrade to Windows 10 from 8.1

I hear this is a common problem. I hesitate to waste my whole day trying to reinstall without some help, so it's appreciated!

I've attached a screenshot of BIOS on the laptop in question. I'm trying to reinstall via a USB device I prepared on my main PC, but no USB HDD (only USB CD and USB FDD, which I'm unfamiliar with) is detected by BIOS and no matter how I order the boot priority Windows 8.1 loads, and the Windows 10 install does not begin. That's one problem, because I would have to redownload the install files again I'm quite sure and lengthen the process, I want to figure out how to install from the prepared USB stick.

The other is the boot loop itself, the circling dots forever until I yanked the battery after I did the Windows 10 upgrade from a direct download the first time, which caused the upgrade to fail and automatically convert back to 8.1

I have no other USB devices plugged in but the thumb drive that has the install data on it.
