VGA - 1080p Monitor Artifacts On Moving High Contrast Picture

I just bought DELL's SE2216H VA (1920x1080 60Hz) monitor, the drivers have been recognized and its working as intended except for weird 'ghosting', it makes green-purple trails on black objects when moved on white or bright surfaces.

Any ideas are welcome before I call the center where I bought it for help.

P.S.
Currently its on VGA, before I buy a HDMI cable since my GPU supports both, I am using their default VGA cable that came with the box.

i have faced similar problems with a VGA cable, the issue was with the vga cable , it was bit old and bend really hard, try switching and see if it changes

try the hdmi port and if the problem persists its either the graphic card or the monitor, at this point just plud a laptop into the monitor using both hdmi and vga if the problem persists even then i think you have a defective monitor

I am using a PC with R7 250, soon will upgrade to RX 460, previous 1680x1050 worked fine, I will use HDMI soon, if the problem presists its probobly the monitor.

i dont knwo what pc you use but seeing as you use the r7 250 in vga means you have a fairly aged PC meaning theres a chance theres a vga port on your motherboard, take out your graphic card and boot it through the motherboard on board graphic with the vga cable, if the problem goes away the gpu is dying, if the problem persists its the monitor or the vga cable

Actually MOBO is "fairly" new, 2013/4 with x4 860k, it probobly trough has a VGA port, but x4 860k does not have integreted GPU, and my GPU did work yesterday with 1680x1050 monitor...
