Windows 10 hangs at clean install

HP Laptop model: 15- F018ca

It doesn't even turn on so I have to do a fresh install.

I get this error when it hangs at Installing updates:

"Windows could not set the offline locale information. Error code: 0x80FE0000"

I've tried deleting and partitioning ALL of the drives again. I still receive this error.

I've also used 2 different types of windows OS to install on this laptop. Windows 7, and now windows 10. Both with different USB Flash Drives.

I tried to fresh install with a usb flash windows 10. I can't even use the recovery F11 button as the laptop doesn't even turn on otherwise.
Only the bios is available.

Any suggestions? I can't get into the desktop so... we'd have to work around that entirely. It's just a black screen unless I press esc to get to the boot menu and manually boot up the flash drive.
 
Solution
its possible the ISO is corrupt, try downloading an ISO again and USe rufus to burn the ISO. See http://www.groovypost.com/howto/create-windows-10-bootable-usb-flash-drive/

sometimes the media creation tool doesn't get it right.
