Cant repair PC using any restore options

Hello, 4 months ago i built my own PC using new and used components. It was working fine until around about 3 days ago when i got the unmountable boot volume error preventing me from accessing win10. So i used a USB to get into the media creation tool and went to repair my computer. Both system restore and other reccomended repair didn't work so i entered cmd. When entering c: it stated that the request could not be performed because of an I/O device error. As i previously said i also bought used components and my HDD was one if them, could a faulty HDD be my problem?

Try the first two steps here, the 3rd one is wrong: http://www.technipages.com/windows-10-fix-unmountable-boot-volume-error

it should say
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

choose advanced
choose command prompt
type these one at a time

BOOTREC /SCANOS
BOOTREC /FIXMBR
BOOTREC /FIXBOOT
BOOTREC /REBUILDBCD
and then restart PC

Basically your MBR needs to be repaired.

Also, you may want to replace WSR as a restore solution. It's not always that reliable and can cause major issues if you rely on it. I would recommend a snapshot tool like RollBAck Rx or Comodo Time Machine.
