Reasonably Priced Card for 4K 2D Game?

Hi all. I have been out of the computer hardware scene for about 4 years so am not up to date on the current graphics cards other than some recent quick browsing. I purchased a 4k 40" Samsung monitor (http://www.bestbuy.com/site/samsung-40-class-40-diag--led-2160p-smart-4k-ultra-hd-tv-black/5069100.p?skuId=5069100) that I will be using in a custom arcade cabinet for a video game a friend and I are making. The game is completely 2D and has simple graphics. Right now the game looks overall good on the monitor but there is some ghosting type effect with moving objects. My assumption this is from not having a 4k video card and not having the proper HDMI 2.0 cable as well.

So, what I am wondering is if I get a 4k capable video card and proper HDMI 2.0 cable that the image will be drastically improved and I can take better advantage of the monitor quality. I do not in any way shape or form intend to be playing any of the modern graphics intensive video games with this set up so I am not needing a $1,000 video card. I only intend to play this 2D game. So, I am looking for 4k resolution and 60 fps. From what I understand, I thought 2D games were more processor intensive than graphics card intensive.

Would something like this (http://www.newegg.com/Product/Product.aspx?Item=N82E16814487159) meet my needs for a simple 2D game?

Also, I am not sure if it matters related to 4K but if I remember correctly my motherboards are not PCI 3.0 but are 2.0.

"ghosting" is caused by the monitor itself, make sure you have it set to gaming or PC mode in it's settings

as long as the card you have is capable of displaying 4k, it is in fact a 4k card


dont need HDMI 2.0 if you have displayport
