Windows Is Being Really Weird

So about for the last three days or so, my computer has been being really weird. At random times apps will crash (usually happens within a minute of bootup) , and leave me at my desktop, except with no icons. Sometimes my task bar will be there and other times it won't. Also, it will change my desktop screen saver to black, and when my icons do show up, it doesn't allow me to move them, or any files in fact. Restarting my computer does nothing, and i even wiped my computer but left my personal files on it. Any suggestions? It also gives me an error that says something along the lines of " you don't have access to do this" when i try and save a picture to my desktop. I do have administrative rights on my computer as well. Thanks!

I built my computer around a year ago and it has pretty high specs if that helps anything :/

backup important data like your music pic and videos and other software you use. do a fresh install should help with the problem it could be a number of issues

I was messing around with my registry and that's what caused it I think.

yea messing with the reg can harm your pc if you do not know what your doing then i suggest do now play around try to google help 1st b4 doing that
