Is there a way to program macros into unused function keys like F11?

System is an MSI laptop, GS-72D running Windows 10 Anniversary edition. I would like to set a key like F11 to Ctrl + Alt + 7. Some simple program perhaps to monitor key presses and executes the macro, sending the selected key combo codes when the hot key is pressed. Under older systems, Intellitype would let you do something like that, but Win10 is a new ballgame.
Any solutions?

Do you have this: GS 72 Stealth Pro as if so, it could be the extra macro keys are controlled via Dragon Gaming centre. Link provided leads to page with Dragon Gaming Centre download if you don't have it now

Once you open the program, on the utility tab there is a button for controlling the Keyboard and it may have a way to let you reprogram the function keys - I am not sure.
