Good pair for GTX 1060 3gb (Intel/AMD)

So I just upgraded to a GTX 1060 3gb from a GTX 750 ti and I can see a performance increase in a few games...but not all of them...This is mostly due to my extremely bottle necked AMD Athlon x4 860K (4.2 Ghz) in my system. I need to upgrade and have no idea in which to stay in the realms of AMD or wonder in Intel for my next upgrade. I'm assuming all of my old hardware (FM2+ Motherboard, DDR3 Ram, Old CPU) is going to have to go so new parts to replace those would have to be added into the budget. I know for a good pair is will be hard to make a budget at $200 so lets set the bar to $250-300 or give me your suggestion at any price range for my new GTX 1060 3gb. All help is appreciated.

Hey do you think it would be an okay idea to get a i5 6400 instead of the 6500 or get a i3 6100 and buy a 6500 in the future? or is my Athlon x4 860k (Current CPU) Close enough to that i3 (I dont think my current cpu is close to the i3)
 
The i3 6100 is close to an i5 in many games, not quite as good in a few really cpu intensive games but it's only around $120 vs $190. For the couple of dollars difference I wouldn't skimp and get the 6400. It's pretty gimped by lower clock speeds and a locked core cpu is already stuck at the speeds out of the box. No overclocking to help overcome the lower clock speeds. I'd get the 6500 at the bare min if looking at i5's.

In some games the 860k gives similar fps to the i3, in others the i3 easily surpasses it. That's the nature of games though, you may have one game that only partially stresses a gtx 1060 at 1080p and you might have another than pushes a gtx 1070 right to the limits at 1080p. Each game is different and it changes based on resolution, image quality, single vs multiplayer etc.
