I open port but it is seen close on port control webpages.

Hi everybody. I have problem with port. I want to open 81 port so I get a static IP , I allow to access 81TCP and 81UDP port from windows firewall(even I close firewall), and I make disable modem firewall, and I open port 81 on my static IP. I think that I open port 81 correctly because I investigate a little about how open port. But it seen close when I check on canyouseeme.org and others. I don't know what is the problem. If you know about this please help me.

Check with your isp and see if they are blocking port 81

All my ports are seen close, I don't think my isp block all port.
