startup repair issue

Recently my PC has started acting up, I got on one morning and was greeted with a startup repair screen. I haven't downloaded anything recently and I honestly don't know what's going on. I've tried every option except the command prompt (I don't wanna mess it up any worse) I tried to reset it to factory default and it said it encountered an error. I tried Restoring to a restore point but that didn't work either, I also tried safemode. I went on Microsoft and got a download of windows 10 to see if that helped but it didn't help at all. I'm pretty stumped and I cant find a solution online so any help would be appreciated. thank you for your time.

It's worth noting that if safe mode will not even run, that suggests a hardware problem.

Test the hard drive with SeaTools for DOS as I suspect it may be on it's death bead:

Put your Windows disc in the drive and boot off it.
Wait until it boots, then select your language & keyboard and then you should be greeted with some options, amongst them a "Repair" click that, wait for it to finish and reboot when it is done.

I know there was auto repair in Win 8 but its been replaced by start up repair in win 10

I have noticed that safe mode isn't always available booting off the installer or without being in windows first.

What I would do is use http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/ to copy anything off C drive you want to save and try a fresh install with the installer you made. Linux at least tell you if drive working okay.

I said 'Use a W10 CD to boot' not boot from your HD. That won't work.
