Problem with sound card

Hi, I bought this (https://www.amazon.com/gp/product/B0044DEDCA/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1) several months ago, and use it (through dolby digital live) to get 5.1 sound fed out through the optical cable to my receiver. However, now, after reinstalling Windows 7 64-bit, the sound goes out several times an hour. The green bars still fill up indicating an audio signal (under the control panel's audio devices menu), but the lights on my receiver's display indicating the speakers are gone. I need to disable and re-enable it under the audio devices menu in order to get the sound to come back. Any help is appreciated.
