Power Supply Making Loud noise on cold boot.

Sounds like it could be the fan bearings in the PSU going bad, though odd being only 1 yr old. After some times passes, does the sound fade away? If so, I'd say this is the likely culprit. I see this at work when turning on some equipment with some old fans. They technically still spin, but sound awful. Eventually though, the just quit running all together.

Yea after 5-10 minutes the noise usually fades away, contacted EVGA, and suggested i RMA. Havent sent RMA yet but It'll suck not having a PSU till they send a new one

OK, does sound like it's the problem. EVGA is well known for excellent CS, so hopefully your downtime is minimal. Did they offer any kind of cross shipping? I think it's usually an up-charge when you register an EVGA product, but it is only 1 yr old.
