Windows 10 media creation tool and use it to make a win 10 installer on USB << its a handy boot disc
you can use the Installer to access advanced startup, depends on what you want to do next.
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.

you can access Command prompt, System restore, System reset and Safe mode from this menu
I would suggest a fresh install as it doesn't sound like you removed everything. If you have serious problems controlling desktop, you can use this to copy files off PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
