Not able to open task manager, and command prompt. Not able to open anything using run command

I was facing an issue with a chinese uc browser software. It hijackes google chrome and was not able to close it. But the surprise is it wont show up in control panel installed program list. Some how by seeing some youtube videos i could delete it. But by the time I'm facing this issue. Double clicking on Command promt but nothing happens it is the same with task manager ctrl+shift+esc or ctrl +alt +delete is also not working. When i try opening task manager from start menu nothing happens. Can you help me out.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB << its a handy boot disc

you can use the Installer to access advanced startup, depends on what you want to do next.
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.

I would suggest a fresh install as it doesn't sound like you removed everything. If you have serious problems controlling desktop, you can use this to copy files off PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
