Windows 10 can't access most settings

I cannot open half of my settings on my PC, like sound under hardware and sound. So I can't get to my playback devices. The actual "Settings" on the start button will open, but Settings<Display<Advanced Display Settings<display adapter properties. I can't get to my Adapter Properties to open. Is there any fix for this? Normally I would just do a system restore, but when I click on that it doesn't even open. It falls into the same category as my other settings.

See if this helps:

right click start button
choose command prompt (admin)
type SFC /scannow and press enter
once its finished, copy/paste this into same window:
DISM /Online /Cleanup-Image /RestoreHealth

SFC cleans and fixes system files, DISM cleans the image SFC uses to compare files. ALso fixes image RESET would use to fix pc, and might fix some of the odd behaviour you are having... might

For some reason I get "Windows Resource Protection could not start the repair service."
