Bought new parts, now I cant system restore!?

I want to keep this brief.

Recently, I bought new PC parts for my computer, cpu, cpu cooler, gpu, case, ram, motherboard. Now everything is working and i want to start fresh. I tried to system restore but then it comes up with an error saying its unavailable. (I am using the same hard drive). I tried troubleshooting it.

parts:
i7 6700k
gtx 1070
asrock z170 extreme 4
corsair vengeance 16gb ram

Download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Do a clean install. Follow this guide: https://www.tenforums.com/tutorials/1950-windows-10-clean-install.html
when you reach stage asking for licence, click "I don't have one" and win 10 will continue install and activate once finished..
