BenQ XL2720Z 144Hz when run @60Hz compared to a budget 1080p 60Hz monitor. Monitor experts please

Is me or these IS a difference between the 2?
For some reason when I "experimentally" switch my BenQ 27inch, 1080p, 144Hz monitor to 60Hz mode I feel it SLOWER in response than a native 60Hz monitor. I have an old budget Samsung monitor which is 27inch, 1920x1080, 2ms response time and it IS ok at 60Hz but my BenQ does not feel right when run at 60Hz!
What I feel and observe has a scientific explanation and a background? or just a placebo coming from 144Hz to 60Hz at the same monitor?

Be aware the advertised response times rarely come close to anything approaching reality.... and it's not just response time but lag.

As we can see here, BenQ claims a 1ms response time. The reality is that the average response time varies by AMA setting:

AMA Off = 8.5 ms
AMA High = 3.1 ms
AMA Premium = 2.3 ms

That gets you better numbers but the result is substantial overshoot so the high setting is recommend... and to get the 3.1 average, it ranges from 2.4 to 3.8 but the RTC error introduced by AMA was a bit high. Total lag on this screen was 4.0 ms (your 2720z is 10 ms lag and 3.8 ms response time)
