32" 144Hz: https://www.pccasegear.com/products/37080/viewsonic-xg3202-c-32in-curved-fast-action-144hz-gaming-monitor/

27" 4k: https://www.pccasegear.com/products/34522/aoc-u2879vf-28in-4k-freesync-monitor/

I'm not sure which one to get, i have used 144hz monitors before and they look amazing, but i haven't seen 4K in person before, I have on a TV at the shops, but that was like 55", so i don't know what the quality would be like scaled down to 27"

do you think I should go for better picture quality or smoother visuals? also both monitors cost within $20 of each other

I mean is it truly depends. Getting a 32" is basically getting a TV. Unless it's an ultrawide where it's slimmer, it may be a bit too bad. But getting the 4K isn't all that great, in my opinion. I would go with the higher hertz count for more frames per second.
