Monitor Display Problem

I recently bought Benq GW2270. It is a 22'' Full HD display with VA panel. See that white milky transparent circle at the center that I have marked.

It is visible when looking from sideways and a dark picture is displayed as shown in the picture.

Is that a defect or all the VA panels are like that only?

Defect. Maybe damaged in shipping or just bad from the factory.
