Help upgrading for a first time

Greetings, since its my first time upgrading on my own I need some help from you guys.First of all these are my Computer specs :
Windows 7 Home Basic 64-bit SP1
CPU
Intel Core i3 3220 @ 3.30GHz
Ivy Bridge 22nm Technology
RAM
4,00GB Single-Channel DDR3 @ 665MHz (9-9-9-24)
Motherboard
Gigabyte Technology Co. Ltd. B75M-D3V (Intel Core i3-3220 CPU @ 3.30GHz)
Graphics
2047MB NVIDIA GeForce GT 630 (Gigabyte)
Optical Drives

I read that in order to upgrade the rest , first I need to get a motherboard.Is that right? And what can you guys suggest as a motherboard-cpu-ram combo?My budget im willing to give is around 260-300 euros

I think your motherboard is adequate and you don't have a a large enough budget to replace it. You can upgrade the CPU, memory, and video card.

Thanks for your reply! In addition to that , i would like to hear your opinion on this : I was thinking of buying a new motherboard : ASUS H110M-A/M.2 65€ plus the Intel Core i3 6100 120€ and Ram: Corsair Value 8GB DDR4-2133MHz – 55€

Would this be the better choice or should I go for yours?Cause with your suggestion i think i wont be able to upgrade it in the following years ,but i would be able to with my suggestion
 
Core i3 6100 is not much of an upgrade over your current CPU.

The H110 is the bottom of the line in the Intel 100 series chipsets. Intel opted not to create an H210 for the low-end market space that H210 would otherwise occupy.

You likely would also have to buy a new Microsoft OS as an additional expense.

Oh and one more question, if i buy a cpu from ebay does it come with a cooler,or the cooler is not needed at all?
Or do I already have one ? haha Sorry im not too used to these stuff
