It is. Pair it with an i5 6500 and 8GB(2x4GB) DDR4 RAM for solid mid-range performance. Unless you already have a PC and this is an upgrade.

It will work, yes. It might not perform in some games but that's because its a dual-core processor and a budget GPU.

A recent one will do well with it. A 2nd-3rd gen i3 isn't as powerful as they are these days.

It seriously helps if you can be specific when talking about computers. There are a great number of generations of graphic and central processing units. 7 i3 generations and multiple i3's within a generation. We also don't know if the GFX card will have enough to eat. We can assume it will but(see below)...Offering the PSU complete make and model number helps.

Yes, they are compatible with each other. it depends more on your motherboard where compatibility is concerned. I look to the CPU to determine balance.

i3 - nope. Not enough cores to game and stream simultaneously.

R9 280 I think. Yeah, it's a decent card for medium settings/1080p.
