Newly built PC won't boot from bootable USB and won't boot either from old HDD with Window installed

I finished building my pc yesterday and I tried to install Windows on it using a bootable USB. I changed the boot priority and when it booted again from the USB, it gave me a blue screen saying "Your PC/Device needs to be repaired". So I tried using my old HDD which has Windows already installed on it and then I tried booting from it and it goes to "Starting Windows.." and then the display just flashes for a moment and then goes back to the boot screen with "ASUS Press DEL to go to bios" and then it brings me to the black screen asking me if I want to repair or launch normally. I tried launching normally again, but same thing happened and I've tried system restore but it was just stuck for 6 hours and I've tried startup repair, but it didn't do anything either.
Does anyone have any clue what is wrong?
