Blue flickering horizontal lines but only on dark backgrounds

I just finished a new build and its hooked up to a 4k tv since its most convenient for my current set up. But I have noticed I get blue flickering horizontal lines on dark backgrounds greys & blacks but it doesn't happen if the background of whatever im on is a bright color or white. Also I havent tested to see if it happens in games. As im in the process of re-downloading all my games, but the 1 game I did try it didn't do it but that game didn't have any dark colors. And it only happens while im on the computer what could cause this? any possible solutions?

Also as a side bit of information it didn't do this on my last computer but I had it running at 1080p since that computer couldn't display 4k. Could it be related to scaling?

You may need a better cable to support higher resolutions/refresh rates.

Thanks! I fixed it I switched to to hdmi 2.0 cable that came with my xbox one and now all the lines are gone. Im not sure if its the fact that i'm using a hdmi 2.0 cable or the fact that I'm using the only port on my tv that can do 4k at 60hz but its gone now.
