Disconnect all drives except the target drive that will be the C.
Boot from your Win 10 install media. DVD or USB
When it asks where, select Custom.
You will be presented with a list of all existing partitions on that drive.
Delete each one, leaving one large blank space.
Let Windows install to that, creating what it needs.

Original problem was that I have been using the Windows 7 PC for a while, and it has become cluttered with only 1/10th of my 1TB hard drive left so I wanted to upgrade OS, AND delete my data. And I used Rufus to make an ISO version of it to install. I booted up the PC with the drive installed, and I sat there for a bit, and waited and no display from gpu or motherboard. I waited for about 1 minute, I don't know if that's enough time or not. Sorry if that was a little convoluted :p

Yeah just no monitor display. I held my buttons to go to the bios and nothing happens

If you see absolutely nothing on the display, that's a whole other issue.

Well my PC boots fine when I don't have the USB plugged in. I could just not be giving it enough time to boot into the USB. I'll have to give it another try when I get home later.
