Lags/20 FPS Capped on every Game. Only Fix is refresh Graphic Settings.

Hi!
Recently i got a problem with many games like Overwatch, CSGO, Rainbow etc.
The Problem is that my Frame Rates on every Game are dropping or Capped at 20 FPS when i start my PC. The only fix i´ve found is to refresh my graphics settings. This is already annoying and i want to fix it with another solution.

My Specs:
CPU: Intel Core i5 4690K 3.50 Ghz
CPU-Cooler: Cooler Master Hyper 212 EVO
Motherboard: MSI Z97 Gaming 5 ATX
RAM: G Skills Ripjaws X 2x4GB 1600Mhz
GPU: MSI R9 390 8G
OS: Windows 10 64bit

All i did was changing my Resolution from 1920x1080 to a lower Setting and then back to 1920x1080.

i already tried didn´t work.

Edit: Forgot to mention that i use a 144hz Monitor. Asus VG248QE 144hz Monitor. By Changing/Reset the Hz Rate it fixes the Problem

I have the same exact monitor connected to a gtx 1070. What refresh rate causes the problem?

I always use 144hz. I have to change it into another Hz Rate and then back to 144hz in order to fix the problem.

I change it everytime in the In-game Settings.

I´ve fixed the problem completely now. I went back from "Catalyst Crimson ReLive 17.1.1" to "Catalyst Crimson 16.6.1".
Seems like that the new Catalyst Crimson Relive Drivers still have some problems.
