Cannot reset/refresh computer with registry database being corrupted.

Earlier today, i got a BSOD on my computer. (Don't remember the error exactly) After restarting the computer, i tried to run sfc /scannow using cmd with admin rights but it said 'Windows Resource Protection could not perform the requested operation.' I then tried to use dism /online /cleanup-image /restorehealth but i received the error message. 'The configuration registry database is corrupt.' Does anyone know how to fix this problem?

I have tried :

- Resetting/Refreshing my PC which gave me the error message "windows has a problem resetting your computer: no changes has been made"
- System restoring (turns out i didn't have any restore points :/)
- Redownloading Windows 10 from both ISO and Thumbdrive. Both gave me separate errors which i can't figure out how to fix
- Following the steps in this YouTube video: https://www.youtube.com/watch?v=2pwZPpakm_0

The only thing i have not tried yet is completely redownloading windows 10 on my SSD/HDD which i do not want to do because i would have to format the hard disk and i don't want to mess anything up as this computer was pre-built. (If this option is safe however, i would gladly do it)
