Constant freezing and stuttering

i have had this problems for a few weeks not and its starting to make me angry! while playing diablo 3 it stuttered real hard and then froze for 30 seconds the sound was fine. i didnt think to much of it and then it started happening more often playing games and just opening simple tasks and if i click to fast on something or i move from one program to another the program freezes or becomes unresponsive. and recently before this my psu started making a clicking and just some odd noises. and i just recently upgraded to win 10 [happening on old version to]

I've had a lot of nasty long lag spikes playing Diablo 3 over the past couple of days. I think it's issues on their end, tried flushing dns and opening some nat ports with no success. They have scheduled maintenance Tuesday morning, hopefully things will improve...
