Mouse Pointer Glitch

I'm having this weird mouse pointer glitch effect when browsing steam. Very minor when doing else, but it's still there. Basicly when the hand has a glitch effect applied to it when hovering a text with link. No Idea what to think because never had this issue in my life. Also this started after formating my pc (windowd 10 os, no issues before). I don't know about my gpu. I don't have issues with games (overheating and stuff like that). Wondering what could this be... All that points to problems with that site or slow ping. Generally, when any problem crops out and it doesn't come up on screen capture, problem is outside of computer itself. Either monitor or a site like that.
