Access Denied for drive c

Hello everyone,
I am in great trouble right now.
My problem is huge so i break it in steps.
I was using windows 10 with no problem and it was working find. Then i install windows server 2016 on the top of windows 10. But i donot like server16 then i thought i go back to windows 10 again so i delete all the files from c drive which are of server 16 except windows.old(win10).
Then i boot from my PE stick and trying to copy the folders inside the window.old to c drive thinking that i will be back to my windows 10 but i cancel my copying in between and trying to copy from command prompt from advanced recovery which bios will give you. I use the cmd xcopy then its copying but suddenly in between it stop and says access denied. Then i again boot with my PE and i am not able to access C drive from there as well it says access denied. So why my c drive is locked. I thought microsoft locked it for some reason. I want to go back to my windows 10. Is there any way please suggest me.

I think the only way to get win 10 back onto PC now is a fresh install. There is probably no other way.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

change boot order so USB is first, hdd second
boot from installer
follow this helpful guide: https://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach screen asking for licence, click "I don't have a key" and win 10 will install and should reactivate itself
