You will be able to stream with an i5. You will have to set everything to downscale to 720p at 30fps for the stream. You will still be able to play at 1080p. It will just be the stream that will be 720p. You will also need to check your broadband upload speed. That might hold you back more than the CPU.

Unless you are a Twitch partner you are locked at 30fps. So I would stick with that. I tend to use x264. I also use OBS Studio. So I'd recommend that as well.
