Resets are soo much fun... they often fail. Best answer from here is start again

what kind of reset was it? Keep files/settings or full?
If keep files/settings you can try to use this to save stuff off PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
If it was a full reset, I would just do a clean install. I think either way its easiest fix but copy anything off C drive you want to keep

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
change boot order so USB is first, hdd second
boot from installer
follow this handy guide: https://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue installing and reactive itself once finished.
