10gb System Volume Information !? (with restore disabled)

I have it system restoring disabled under system options in control panel (the slider is as far left as it goes which is 1% = 2gb.... and i already did the "delete all restore points" .. still, that folder uses 9.7gb space?

Is that normal?..

judging from the weird names of the files, are they recovery points?
of the 4 files on the screenshot, 1 was modified today it says while another 6 days ago and the last 2 were last modified 12 and 13 days ago.

Those are not files, those are folders. And yes - that's how restore points are named internally.
