Windows stuck in installation loop.

I decided to change my hard drive to a faster one, the one I'm replacing my main drive with I've used as a secondary for a year with no issues.

I'm using an ASRock motherboard with UEFI. Initially I used the media creation tool and after windows installs, goes through the finishing up step it does the restart it's supposed to do and ends up starting over.

If I then try and boot off only the HDD I get the no bootable media error.

I tried turning CSM off but then the disk doesn't even appear in the boot list. With CSM on it shows up as Ahci p1 wdc.

I then downloaded a new iso and used Rufus to make a UEFI bootable.

The flash drive shows up as UEFI generic flash disk in the boot menu.

Same problem, repeating loops. I've never installed Windows on this motherboard, it worked fine after I swapped motherboards so I didn't bother.
