Does running games in compatibility mode for windows 7 on windows 10 decrease performance(Or any other negative impact)?

Why do some games(example CSGO) take a long time to alt tab out and in of unlike some other games(example Doom which is a much bigger game)? Both are in fullscreen.

What happens when running a game with underperforming:
-CPU?
-RAM?
-VRAM?
-Old motherboard but which is still compatible with other hardware in the computer

1. http://www.pcgamer.com/the-verdict-is-in-on-windows-10-gaming-performance-compatibility/
2. could be optimisation or it might not be built to run on win 10 natively
3. CPU would likely be lag or stuttering
RAM - potential freezes as PC needs to talk to hdd when it runs out of ram, hdd much slower than ram (even ssd is slower)
VRAM - I not sure tbh
Motherboard - it can slow everything else down as it connects everything together.

Some of those are guesses :)
