The recommended should be the Minimum...
but then only 5-10 % of the steam audience would have a computer(video card) fast enough to run it...
( seriously, of those that answered the steam survey, only 5% have a GTX 970 or higher... furthermore only 1% have a GTX 980 or higher)

On the other hand if the minimum settings are console settings... what exactly does that say about PCMR's ?
