Can't get windows 10 to detect 2nd display

I am running windows 10 64 bit

AMD radeon R9 200
MOBO gigabyte
cpu 8350 viscera 8 core

Symptoms:
secondary display goes totally black when plugged in, (aka stops saying no input) display settings say only detecting 1 display.

tested display, it works fine
attempted to workaround the hdmi port and use a different port, no change

Yes, I'm connecting both displays to the graphics card, same setup as i've been using (forgot to mention it worked up until a day or two ago)
