Im getting low fps in almost any game with a gtx 1070. That sick !
Average fps in the rise of tomb raider is 30 ! on low settings !
Just tell me what i need to replace.

That build should be getting much better results than that without changing anything. Rather than trying to upgrade hardware, you should be looking at problems with software. It could be any number of things, including a virus, the wrong drivers, etc.

For reference, I get about 40-60 fps in Tomb Raider with a Core i7-930 and HD7870.

Your ram is running extremely slow, it's ddr3 and should be better than single channel 399MHz (800MHz). If that's really the speed, it's going to affect things. You might need to update to latest cpu bios for that chipset, the i5/1070 should normally be capable of much better at higher than low settings
 


I missed that. My build is running 3 channel DDR3 at about 700 MHz (DDR3-1400, it's overclocked slightly).

3 sticks? That should be 2x2Gb 1333 in dual channel and a 4Gb 1333 on single channel. There hasn't been a triple channel board since lga775 days. If you look at cpu-z it'll show actual data rate, for ddr3 1333 it'll be listed at 667MHz. Ddr3 is dual data rate, so 667 =1333 or 800 =1600Mhz. Nowhere will you see ddr3-1333 with OC speed of 1400 listed as running 399MHz.
 


The i7-930 and x58 is a three channel setup with six slots. Here's the motherboard:

CPU-Z has me at DRAM frequency of 695 Hz.

i managed to boost my ram speed now it:
RAM
8,00GB Single-Channel DDR3 @ 686MHz (10-10-10-28)

But i know i can do even better because in bios it says that my ram have 1300mhz but i dont know how to boost it more.

The ram you have is dual data rate. So if the actual data rate is 686MHz, pretty much everywhere except for cpu-z it'll read as being 686x2 or 1372MHz

Triple channel ram/mobo's were retired when lga775/1366 was retired in favor of dual channel under lga1156/2011. OP might be running 3 sticks, but depending on how they are set, he could be running all 3 in single channel, or 2x in dual channel and the 3rd in single channel, but definitely not 3 channel. Either way, I've never heard of 1300MHz ram, it should be 1333 and running timings from @ 7-7-7-18 to 9-9-9-24 at 1.5v.
Tge fact it was originally listed as 399MHz, if read by cpu-z would mean the ram was at 800MHz, now it's listed at 686Mhz (1372MHz) but now cpu-z is listing it at 695MHz (1390MHz). Dont confuse what cpu-z says with what bios says. Bios reads the Dual Data Rate (DDR) but cpu-z reads the actual data rate. Cpu-z reading of 695MHz = Bios reading of 1390MHz.

Either way, something is funky with the ram settings.
