cpu load jumping to almost 100% when using search on settings

yesterday, im searching a setting menu on windows 10 settings, i checked the task manager, because im curious why it took so long that time, when i check task manager i saw my processor suddenly goes to arounf 90% to 100% for some second when searching on settings. i imagine if this is a bug or another bad thing of windows 10? because why a processor with 3.1ghz clock need to work really hard only to search

laptop specs:
-i5-7200u 2.5ghz up to 3.1ghz
-4gb 2133mhz ddr4 ram
-nvidia geforce 940mx
-1tb 5400rpm toshiba hdd

Next time it happens, open task manager. Click on the cpu column to sort by process using the most percentage cpu load. Post back here what that process is.
