Poor performance, games

So about a week ago, I ordered the parts for a new computer. Case, gpu, cpu, ram, and a mobo. The only thing from my old computer is the hard drives. But since I have built the computer I have been experiencing severe stuttering in games, most prevalent in online games, but no matter what the game is, I get really bad stuttering. I had trouble updating my BIOS but finally managed to fix that today.
I could really use a fresh opinion, because I have no idea where to start now.
I have a GTX 1080 from zotac, a z170 Extreme6 mobo, 16 gigabytes of corsair ram, and an i5 6600 quad core. Any help would be greatly appreciated.

Did you reinstall windows when you reused your hard drive? If not that's your issue for sure (also make sure the monitor is plugged into the GPU, not the motherboard)

I did not. I was wondering if that would do it. Do I need to do it from a boot media or can I simply use the reinstall feature on windows 10? Thank you for your hellp.

Usually the reinstall in win 10 will do the trick. I'd try it first anyways rememeber to reinstall chipset and GPU drivers afterwards

No, I have the fastest Internet available in my area. 64 Down.

So I figured it out, My CPU was temp throttling, my buddy gave me a liquid cooler, and that immediately fixed the problem.

What cooler did you have e previously?

The one from my previous computer, that was horribly underwhelming.
