Pc wont turn off and wont display on monitor

Ive tried the no-post, ive tried doing only 1 RAM, etc. Nothing works. And when i turn on my pc, it wont turn off by the powere button. I have to set the PSU to 0 everytime.

It was an upgrade. The motherboard is from a dell pc aswell as storage (1Tb). My cpu is an intel i3. PSU is new its a rosewell 550w gold. Case is a corsair Spec 01. Graphics card is a MSI Geforce GTX 1060

It also wont get USB mouse that i connected from the back of my motherboard. It only gets my 2 USB keyboard. And for the monitor i use a VGA cable
