Low FPS in CS:GO, When I know i should be getting more

Pc Specs:
8 GB of RAM
Intel Core i5-4690k
Msi Geforce GTX 960
750 watt power supply

When ever i play on Cache in csgo, my frames are around 60-120 but i know with my specs that my frames should be way higher. v-sync is off and multicore rendering is on. I've overclock my GPU to try to fix it but that didnt do anything. All my drivers are up to date too.

I've always understand anything over 60 isn't even noticeable to anyone other than benchmarking software.
