Lil' bit overkill for what your doing, but it is definitely compatible and will easily do what you want it to do. If you ever have concerns about whether a CPU is up to par or not just hit up this site cpu.userbenchmark.com and it'll tell you what it's strengths and weaknesses are. In the i7-7700K's case it's basically amazing at everything. League is an easy game to run and 30fps @ 1080p streaming will be simple. The GTX 1070 has great money for performance as well. I am sure you won't be disappointed by that card

Compatible. You are going way to high in terms of specs if you are only aiming to play LoL and stream it in 1080p 30fps.
This is a good system all round.

Corsair RMx 850W - Way too much power for what you need. A Corsair 650W (or even less) would be fine.
Gigabyte GeForce GTX 1070 - Once again way too much, you would be fine with a GTX 1050ti for LoL.
