DX 11, 12, OpenGL, Vulkan etc etc. are APIs. So they won't affect the graphical quality of the game, only the performance of it. It's the game engine that does that.
It may have its own graphical options in the future, like tessellation for dx11. But no it does not inherently make graphics better and so far it hasn't made performance much better either, in some cases it posts worse performance than dx11 like in bf1 for example.

Sorry, typo, meant to say that it was something along the lines of an open GL API compared to the closed nature of DX12, my brain wasn't functioning clearly. ;.;

This post is decently old... but I noticed in rise of the tomb raider that one dx 11 there was more snow on lauras outfit and hair than in dx 12 :/ so maybe a very minute change?
