URGENT! I am the Admin but I don't have permission?

Hi, I downloaded a VirtualDesktop thing from Code Project here: https://www.codeproject.com/KB/cs/1030472/VirtualDesktop_demo.zip

But I can't delete it. When I do it says: "you require permission from the computer's admin" and when I try to open it, it says, "you may not have the required permissions. But, I am the admin, and the computer specified is mine, and in properties I have full permissions.

What?

What im saying is if the computer doesnt think you have permissions then i dont think we are allowed to help you change its mind.

*facepalm* it doesn't have a mind. All jokes aside, I do have the permissions since I'm the only admin and user on my pc. But it keeps saying that it wants me to give myself permissions. ????

Im just using creative wording, bottom line is, we cant help you get past a computer telling you that you dont have admin privileges.

Ive been denied help trying to get into my own pc before, its just how it works.

RESTARTED MY PC AND IT WORKED!!

Anybody else who has this problem, just restart your pc.
