Windows Update hanging and causing 100% Disk usage

Windows Update is looking for updates but it's stuck at 0% all the time.
After opening command prompt and running the following:

net stop wuauserv
net stop bits

and deleting everything in C:\SoftwareDistribution
restarting the 2 services:
net start bits
net start wuauserv

the disk usage drops to 0%

I try to download the updates but I get an error: 0x80070643
I tried running the Windows Update debugger but it didn't help.

Any ideas how to solve this problem?

sfc /scannow didn't find anything either.

Microsoft Force update are causing problems to windows update and Windows 10 itself

Even Reset or Reformat would not fix it.

Okay, Windows Update debugger solved some issues, now the update didn't get stuck at 0%. But the Disk usage problem remained.

I do not think there anything wrong with the disk usage,
Probaly Windows Update trying to check for updates.

Task Manager would show svhost taking the most out of it.

solved the disk usage problem.
