Drive active time 100%, no usage

Hey guys, so I just got my 1tb wd blue. I got it plugged in and started downloading all my games to it as well as moving cod4 over from c drive. The cod4 transfer failed with an I/O error and then all of the sudden the blue drive stayed at 100% active time but it also shows that there is no read/write going on. Could it be my sata controller? HD tune pro showed nothing wrong with it. Running win 10 pro.

I tried everything that I could find on the internet,
Disable "Superfetch" and "Windows Search" in services.msc and set disable on boot. same for a service called "Background Intelligent Transfer Service". if that didn't help also try this

I only get 100% disk usage on startup or when installing something. still annoying but I can't find a solution for that
and if that didn't help as well you can try to do this...
