Re installing/completely wiping out computer windows 10

I need a clean fresh install of windows 10. System reset isnt working. If i install the windows 10 utility on a usb thumb drive and boot it can i completely wipe out and reinstall windows 10 that way?

Yes via the USB/DVD upgrade tool you'll be able to create a new install of windows 10. While reinstalling it will wipe all current data. You'll have a clean install.
But you should be able to reinstall it from within windows too. (Update & security --> system recovery --> Reset this PC)
